Many posts here about quick full requests followed by timely rejections. I'm currently sitting at 36 days since my full request without a response. Most manuscripts after mine have been rejected. Should I assume I'm on a maybe list? Or, has anyone had a full "lost in the mail"?

Queried March 18, 72k Historical fiction, with pitch letter and first three chapters.
Received request for full manuscript five hours later. Very impressive!
Alas, rejected April 3, with a personal note: "Thank you so much for reaching out and sending along the manuscript for XXX, which we read with great interest. The story’s concept is ambitious, and we felt immersed in the setting. After careful consideration, however, we have decided that we are not the appropriate agents for this project. Fiction, as I am sure you know, is very subjective and one of the toughest things to sell in today’s market, so we must be selective in what we take on. Though your writing is excellent, we really must fall in love with a novel to properly represent it, and I’m sorry to say that just didn’t happen here."
