"Thank you for your patience as I was on bereavement leave. I apologize for the delay in replying nonetheless.
I am sorry not to offer to represent you with this manuscript. I wish that I could offer specific feedback on each manuscript I requested last year, but unfortunately my backlog is just too extensive. I am making the difficult decision to pass on the majority of my requests from last year. Enough time has lapsed now that many of you are likely in a different place than you were when we last spoke, and I apologize again for how long it has taken me to send this email. I wish you all success with your writing, and that you & yours are safe and well."

I'm bummed. I was really hoping the long wait would work out in my favor.

"Thank you for sending me your query. I'm sorry not to request the full manuscript or offer to represent you, but it isn't a good fit for my current list. Many things go into a decision to offer representation, and some have nothing to do with the quality of the manuscript. Publishing is very subjective, and other agents may well feel differently. You deserve an unequivocally enthusiastic agent as your advocate. I wish you success finding it a home."
